Luxembourg is a low-profile and easy-to-overlook country when compared to Europe’s more popular destinations. It is a country you could cross in under an hour and does not attract attention for its size, crowds, or sheer volume of visitors. However, when researchers examined the actual spending of travelers during a trip, this small European country emerged at the top of the list.
According to 2024 tourism data analyzed by the travel company Go2Africa, visitors to Luxembourg spend an average of $5,112 per trip. That figure is higher than that of any other country included in the analysis.
The Metric That Changes The Conversation

Instead of counting how many people visit, Go2Africa divided total tourism revenue by the number of visitors for each country. The data was pulled from official tourism boards, government ministries, and national tourism reports.
The result shifts the conversation away from popularity and toward cost. It answers a different question: how much money does a typical traveler spend once they arrive?
Measured this way, Luxembourg rises quickly to the top.
Where Luxembourg Sits On The Global List
Luxembourg leads the ranking by a wide margin. Lebanon follows with an average spending of $4,155 per visitor, while Saint Lucia comes next at $2,984.
Several well-known destinations appear lower on the list, despite generating substantial tourism revenue overall. Large visitor numbers spread spending across millions of trips, which pulled down the per-visitor average. Luxembourg’s smaller visitor base, paired with steady tourism income, produces a higher average spend per trip.
The data, however, do not explain exactly how travelers spend their money once they arrive. There is no breakdown of costs for lodging, dining, shopping, or transportation. The reports also do not identify traveler types or trip purposes.
